  1. Testing of all ghetto children between the ages of one and six years for the presence of an abnormal amount of lead in their bodies.
  2. Prompt treatment and comprehensive follow-up of all children with abnormal lead levels.
  3. Testing of the residences of all such children for the presence of greater than one per cent lead paint.
  4. Where lead in excess of one per cent is found, remove the paint or cover it with a suitable material.
