Modern Legal History of Cannabis Reforms in the United States

Featuring: Douglas A. Berman, JD, AB, Newton D. Baker-Baker & Hostetler Chair in Law; Executive Director, Drug Enforcement and Policy Center, The Ohio State University Moritz College of Law

In the three decades since California first legalized medical marijuana, cannabis laws and policies have transformed dramatically in ways that have echoed through criminal justice enforcement, public health systems, and business and regulatory regimes. This presentation will highlight which legal actors have played critical roles in reform at both the state and federal levels, including how their decisions have shaped public health considerations surrounding cannabis use and regulation. It will also address the legal uncertainty surrounding ongoing efforts to reschedule marijuana under the federal Controlled Substances Act and the potential impact of federal legal change on existing state cannabis laws and practices, including implications for public health policy.
