Ezekiel J. Emanuel, MD, PhD, is Vice Provost for Global Initiatives at the University of Pennsylvania. Dr. Emanuel is an oncologist and world leader in health policy and bioethics. He is Special Advisor to the WHO Director General, a Center for American Progress Fellow, and a Council on Foreign Relations member. He served as a Special Advisor on Health Policy to the OMB Director and National Economic Council and was instrumental in drafting the ACA.
