E. Oscar Alleyne, DrPH, MPH
Biography
E. Oscar Alleyne, DrPH, MPH, is a distinguished public health leader with over two decades of experience driving innovation, health systems strategy, and cross-sector collaboration at the local, state, and national levels. His work bridges technical expertise, policy development and visionary leadership to strengthen public health infrastructure and advance population well-being.
He currently leads EpiDocs Associates, LLC, an independent public health consultancy. Most recently, Dr. Alleyne served as Managing Director of the Public Health Division at MITRE Health FFRDC, overseeing a $60 million portfolio of federal initiatives and providing strategic leadership for agencies such as CDC, HRSA, ACF, OASH, IHS, FCC, ASPE, and SAMHSA—developing integrated, government-wide health solutions.
Previously, as Chief of Programs and Services at the National Association of County and City Health Officials (NACCHO), he directed an $80 million program portfolio and led national responses to health emergencies, including COVID-19, Zika, and natural disasters. His efforts helped shape national policy and bolster the capacity of over 3,000 local health departments.
Dr. Alleyne began his career at the New York State Department of Health, later joining Rockland County during the emergence of West Nile Virus, where he developed a model surveillance and education program. Over 15 years, he rose to Director of Epidemiology and Public Health Planning, leading responses to threats including Anthrax, Smallpox, H1N1, Monkeypox, Ebola, and MERS-CoV.
A highly active member of the American Public Health Association (APHA), Dr. Alleyne has served on multiple committees, collaborated with Sections, SPIGs, and Caucuses, and held key leadership roles including Section Councilor, Policy Committee Chair, Section Secretary, Governing Councilor, and ultimately Epidemiology Section Chair. Elected to APHA’s Executive Board (2020-2024), he contributed to the development of the organization’s Strategic Plan, led an ad hoc committee on conflicts of interest regarding industry influence at the Annual Meeting, and chaired the Committee on Social Responsibility to streamline internal policies.
Dr. Alleyne is also a Past President of the New York State Public Health Association, and the Alpha Gamma Chapter of Delta Omega. He recently served on the Defense Health Board, a Federal Advisory Committee to the Secretary of Defense. He is community-centric with a Doctor of Public Health from New York Medical College and a Master of Public Health from the University at Albany.
Candidate Statement
My name is Dr. E. Oscar Alleyne, and I stand before you as a candidate deeply committed to the mission, values, and future of our public health community.
I entered public health seeking answers to the illness that took my grandmother’s life—multiple myeloma. While I didn’t find a simple root cause, I discovered something greater: a profession grounded in impact, justice, and transformation.
Today, even as the core of our field is challenged, I remain proud to be an APHA member. This organization has nurtured generations of leaders—people like you and me—who believe deeply in our shared purpose. That’s why I’m stepping forward seeking to serve as your next President-Elect.
My leadership across APHA’s member units and Executive Board has prepared me to lead with vision and intentionality. I bring a proven track record in nonprofit executive public health leadership, governmental and academic partnerships, strategic planning, program innovation, budget oversight, and grant management.
I’ve had the honor of serving and collaborating across Sections, SPIGs, and Caucuses, in roles such as Section Councilor, Policy Committee Chair, Section Secretary, Governing Councilor, ARGC, and Section Chair. On the Executive Board, I helped shape APHA’s Strategic Plan, led an ad hoc committee addressing conflicts of interest and industry influence, and chaired the Committee on Social Responsibility to modernize policies and reaffirm our values.
These roles have shown the regenerative power of working together—because in public health, real lives depend on our ability to act boldly and collectively. I believe in transformational leadership, equity, and a future where APHA leads with inspired strength and purpose. I seek to amplify your voices, protect our integrity, and ensure that APHA remains a powerful force in shaping public health.
Our passion is public health and to keep that cause alive, our time is now.
