Phyllis E. Kaye, MPA

Phyllis E. Kaye has over twenty years experience working with nonprofit organizations, government and grantmakers with a particular focus on health issues, community engagement, capacity-building and conflict resolution. Much of her professional and community work has been devoted to:

  • Establishing linkages among philanthropic, governmental, and nonprofit organizations and leaders;
  • Helping community-focused groups strengthen their program, organizational and fundraising capacity;
  • Developing training curricula and materials; and
  • Evaluating and documenting community-based projects to help people and organizations learn from the experience of others.

She has conducted sustainability and resource development workshops for a number of groups such as Health Start; Healthy Mothers, Healthy Babies; Fetal Infant Mortality Review projects; the Substance Abuse and Mental Health Services Administration Recovery Month Planning Committee, and the APHA-MCH Institute. She has written on a variety of topics including the importance of business investing in employee health, and state policy benchmarks related to healthy families.

Prior to becoming an independent consultant, Ms. Kaye worked in the not-for-profit sector and in the federal government. She was a Pew Health Policy Fellow at Boston University, holds an MPH from the University of Southern California, and a BS from Cornell University, School of Industrial and Labor Relations. She is a past chair of the American Public Health Association Community Health Planning and Policy Development Section, and a member of the APHA Governing Council. She also is a member and former Vice President of the Metropolitan Washington Public Health Association.
