MESSAGE FROM THE CHAIR
There is no greater sense of community than we find in the Public Health Nursing Section. The section leadership has been busy attempting to ensure that we have an outstanding annual meeting. They have also been busy on various section activities to keep our section in the forefront of the APHA Annual meeting. I know that you join me in saying thank you for a job well done. You will know how well they have done once you attend the November meeting in Washington, DC. We invite every section member to join us for the outstanding array of continuing education sessions; the lively section business meetings; and the QUAD Council Sunday evening session that has become such a great tradition at APHA. We guarantee that you will leave the annual meeting feeling that same sense of community that we have felt all year. Plan now to join your public health nursing colleagues in our nation’s capitol.
I wanted to address some of the questions that I have recently been asked about the section.
Q. What is the QUAD Council?
A. It’s an informal, yet organized network comprised of national nursing associations concerned with practice, education, and research issues associated with public health nursing. Specifically, the QUAD Council membership is the presidents and presidents-elect of the APHA, PHN Section; the Association of State and Territorial Directors of Nursing; the Association of Community Health Nursing Educators; the American Nurses Association and Congress on Nursing Practice and Economics. This collaboration has resulted in national consensus around the major issues affecting the practice of public health nursing.
Q. Why are the PHN Section business meetings held so early in the morning at the annual meeting?
A. That happens to be the only time that we can schedule business meetings that do not conflict with the educational or plenary sessions at the annual meeting. This year, however, we hope to hold one in the evening for those of you who would like to attend but simply are not morning people.
Q. How do I get more involved in the Section?
A. Let one of us know. Tell us what you are interested in and we’ll find you a spot. Attending the business meetings is also a good way to get to know the section members and the work that we do.
Q. What is the Nursing Workforce Task Force?
A. It’s a special task force, appointed this year to develop strategies that the Section can do to further support the role and the work of public health nurses across the country. Look for their special session at the annual meeting. The co-chairs of the task force are Jeanne Matthews and Beth Lamanna.
Q. What does the PHN Section do to collaborate with other sections?
A. We have a new relationship with the Environmental Health Section this year. Another new task force is working on the vital link between Environmental Health and Public Health Nursing. This task force is chaired by Marjorie Buchanan. They will also have a special session at the annual meeting. Look for their reports on the website and at the meeting. We are working on developing similar relationships with other sections and will spotlight each of those as they develop.
Q. What is the status of the update on the Scope and Standards for Public Health Nursing Practice?
A. We have had two conference calls and have others scheduled for the fall. The committee is aptly chaired by Joy Reed from North Carolina. Committee members have assignments and we are working diligently on those now. We will have a more in-depth update for you at the annual meeting.
Q. How do I possibly know which sessions to attend at the annual meeting?
A. The PHN Section will post a list of the PHN sponsored sessions at the annual meeting, their locations, and their times. We will have these available at the PHN booth in the exhibit hall and at the business meetings. It’s really a survival sheet for any public health nursing attendee.

APHA CHANGES FOR ANNUAL MEETING
APHA CHANGES FOR ANNUAL MEETINGby Beth Benedict
APHA is introducing a number of changes that will improve the Annual Meeting and also bring the meeting into compliance with continuing professional education accreditation requirements.
- The Sunday evening QUAD Council session will be granting CE credits this year.
- At the beginning of each oral presentation, the presenter must repeat to the audience his/her Faculty Disclosure Statement. Every presenter completed the Faculty Disclosure statement at the APHA Confex Web site as a requirement for that scientific session to grant CE.
- At the time of your presentation, each presenter will decide whether to have the presentation audio recorded for the new APHA e-learning program. For this meeting the Association Executives and Program and Education Committees will receive results of an evaluation process to determine both strong points and areas in need of improvement.
The new e-learning features will result in several enhancements for members and for the public health community at-large. For a pre-determined fee the audio recorded presentations and their accompanying PowerPoint Presentations will be packaged and made available to all interested parties.
After the 2004 meeting the PHN Continuing Education Provider Unit (PHNCEPU) will work to pilot distance learning modules for CE credits. The credits will be available for nurses, physicians and health educators. Select 2004 sessions will be categorized according to topic/theme for the distance learning modules. The PHNCEPU is comprised of the PHN Education Committee, Kathy Jaskowiak from the PHN Program Committee and Freddie Asinor, the APHA CE manager.
- The Annual Meeting Program section that lists the scientific sessions by day, time and location will now have the designations of “organizer or endorser” instead of “sponsor or co-sponsor.”
- The 2004 CE Evaluations will be ScanTrons listing the first Learning Objective for each presentation.
- For 2005, APHA will develop a single APHA Needs Assessment Tool for Continuing Education for all disciplines. The new tool was piloted in September 2004 utilizing 1,500 randomly selected participants from all APHA disciplines. The pilot was accomplished through e-mail using the Zoomerang electronic site. This design met all of the requirements of the accrediting bodies for the selected disciplines.
Prior to initiating the CE accreditation process, the PHN Program committee had primary responsibility for the PHN Needs Assessment. The new Needs Assessment Tool will not be limited to nursing but will also provide data for all of public health. The new tool will list general public health needs as well as information specific to each discipline.
- APHA will now have a single evaluation system for all participating disciplines.
In particular, there will no longer be a need for the Education and Program Committees to develop, distribute, and tabulate the needs assessment. A third-party vendor will electronically tabulate all results. The CEPU will then review the overall results.

PUBLIC HEALTH NURSING SECTION PROGRAMby Clair Millet
The Program Committee has been very busy organizing and planning for the upcoming Annual Meeting. The PHN Section had a total of 214 abstract submissions this year, and it was very disheartening, as well as difficult, to reject so many creditable abstracts. We simply do not have the slot/time allocations to be all-inclusive. The PHN Section’s final allocations from APHA were 26 oral sessions, seven poster sessions, and eight business meetings.
I would like to thank all of those involved in reviewing abstracts and those of you who have accepted to be presiders of PHN sessions at this year’s Annual Meeting. We have a great section membership, which is very much involved and always prevails for the overall success of public health nursing. Their commitment is to be commended, as section participation is vital to the overall success of the program.
We have wonderful presentations, both oral and poster, which will enlighten us on innovative nursing practice and research. The APHA Annual Meeting is the premier public health educational forum where we learn from the experts in the field, hear about cutting-edge research and exceptional best practices, as well as sharing our public health experiences with our peers. There is no better time to sharpen our skills and replenish our passion for public health.

QUAD COUNCIL EVENT

The Quad Council
Sunday Night event is entitled “Panel on Visioning the Future Environment of Public Health Nursing.” The speakers include Barbara Blakeney (ANA), Kristine Gebbie (Columbia University), Joy Reed (ASTDN), and Mary Smolenski (ANCC). We are looking forward to a lively discussion with the panel and our public health nursing partners from the QUAD Council of Public Health Nursing Organizations about future directions for PHN practice, education and research. The panelist topics range from PHN competencies and credentialing, to the revised scope and standards of practice for C/PHN and public health and health care policy and trends.
Following the panel discussion, please join us for a reception and informal networking with “tried, true and new” colleagues from across the nation. Please be advised that based on “exit polling” at last year's reception, we will be requesting donations to defray the cost of the hors d’oeurves for the reception. I look forward to seeing you at the 132nd Annual Meeting of APHA Sunday Night Quad Council Event!

If you are new to APHA or to the PHN section, we invite you to become an active member.
We welcome you to any of our business meetings (which will be listed in the Annual Meeting Program) to find out how to become active in the Section. The meetings are usually scheduled in the early mornings so that you will not miss the scientific sessions. Pick up a cup of coffee and come enter into our dialogue! You will have the opportunity to introduce yourself and meet the section leadership. It’s a wonderful opportunity and great time for networking!
The Quad Council Reception will be held Sunday evening, Nov. 7, 2004. The forum this year will be a panel discussion entitled, “Visioning the Future Environment of Public Health Nursing.”
The Tuesday, noon PHN Section luncheon is another time that nurses get to meet others from across the nation and, frequently, across the globe. Come share your ideas and self with us!

MEET NEW STAFF
Please welcome Sharon McCarthy as the new Section Affairs Assistant at APHA. Sharon is a graduate of Virginia Commonwealth University with a Bachelor of Science degree in Marketing and Psychology. She most recently worked for SunTrust as an assistant manager in the Northern Virginia area. Sharon was born in London, England but has lived in the United States for the past 14 years.
At APHA Sharon will work with Section budgets and newsletter processing. In addition she will be assisting in recruitment and retention efforts for all Sections.

NEW CHALLENGES AND INNOVATIONS IN COMMUNITY HEALTH NURSING
The Third International Conference on Community Health Nursing Research
will be held Sept. 30 to Oct. 2, 2005 in Tokyo, Japan. The goal of the conference is to improve evidence based practice in community health nursing within an international framework.
