Consumer Mental Health Council member Sylvia Caras attended meetings in New York for the continued drafting of a United Nations Convention on Human Rights and Disability and spoke about the underpinnings of that Convention at the Arab Parliamentary Symposium on Disability Legislation in Amman. In California she is focusing on the implementation of the Mental Health Services Act, Prop 63, which voters passed a year ago and which, by a 1 percent tax on incomes of one million, will provide mental health funding for voluntary, peer-directed services. As well, she was an invited participant in Rural Mental Health Workforce Development conference, attended the California Public Health Association Annual Meeting, and the California Information Management Conference.
