In this newsletter, I am pleased to report on progress. Our efforts to engage APHA in dialog about full and equal access resulted in a productive meeting among Catherine Graham, Steven Barnett, Jim Rimmer, Georges Benjamin, Frances Atkinson, Anna Keller, Priya Bose, Pooja Bhandari and me. Guided by an agenda that was developed collaboratively, open and frank dialog ensued focusing on the negative implications for all APHA members resulting from barriers to full and equal access to APHA resources.


APHA staff made earnest commitments to implementing our requests for a fully accessible website, accessible publications, and meeting access. Moreover, the role of the Disability Section was clarified such that while we may engage in access advancement, we are not the access police.


We will meet again formally in the fall with APHA staff to follow up on progress and ask for ongoing vigilance in their implementation of full access.


From my perspective, I see three major directions for us.


First, members of our section need to seek and pursue membership as well as leadership positions within APHA's broader structure. Rather than talking just to ourselves, we need to be in constant dialog with others who do not have accessibility as a primary agenda. Second, I am requesting that at least two Disability Section members volunteer for important service positions, one sitting on the APHA Program At-Large Committee and the other on the Equal Health Opportunity Committee. The APHA Program At-Large Committee is actively involved in the design and content of APHA specialized sessions, and other activities such as helping to identify the Keynote Speaker and focus of the Annual Meeting. Participation in the Equal Health Opportunity Committee will give us voice in a committee devoted to equality of access in health opportunity and services. Third, I am suggesting that each of us stay current with the opportunities to become actively involved throughout APHA by regularly reading The Nation’s Health. It is within this publication that opportunities for the involvement of Disability Section members in key positions within APHA may be identified.


Thus, we are now at a critical juncture in our work. As we ask APHA to be responsive to our needs, we must be equally as committed to vigilance, voice and change. I am charging each of us to speak out beyond our Section, and to engage outside of our Section in diverse roles within the central administration, other Sections, with SPIGs, with Forums, with Caucuses, and with APHA-wide committees.

The Disability Section Awards Call for Nominations has closed for the 2011 meeting. The Awards Committee is in the process of scoring and selecting the nominees for this year’s awards that will be given out during the Business Meeting and Awards Ceremony on Monday evening, Oct. 31, 2011, at the APHA Annual Meeting in Washington, D.C. Specific information about the room number and meeting time will be posted on the APHA website closer to the date of the meeting. The 2012 Disability Section Awards Call for Nominations will be advertised starting in Spring 2012 for the following awards: 1) Lifetime Achievement Award; 2) Allan Meyers Award; 3) Advocacy Award; 4) New Investigator Award; 5) Student Member Award.

Please note the new format for the Disability Section newsletter.  We have attempted to incorporate more updates from Section members and APHA updates.


A new section has been added to the APHA Disability Section website at www.apha.org highlighting Disability Section members and their reasons for being a part of the Disability Section.  Thanks to Membership Chair Dr. Dot Nary for taking the time to interview our members and to those members that volunteered to work with Dr. Nary on this new and exciting project.

The Recruitment Team

In 2007, after much work by members of the Disability Section leadership, the Disability Special Primary Interest Group enrolled enough members to become a full-fledged section of APHA. With that growth came privileges — including representation on the APHA Executive Council and the return of a portion of our members’ dues for Section use — as well as responsibilities. One of these responsibilities is to maintain and grow our membership so that we retain our hard-won Section status.


For that reason, I am asking that all Disability Section members take their team membership seriously — because we are all members of the RECRUITMENT team!  Just think — if each of our 252 primary members recruited one friend, colleague, or student as members, our numbers would skyrocket!


Next month, each Section member will be sent several copies of our newly-revised Section brochure. This document clearly states our history, goals, activities and core values.  I hope that each member will consider one contact who would benefit from membership in the Disability Section and who would embrace our mission — and then make a pitch that person! 


I look forward to working with you to keep the Disability Section strong!


Policy Chair Updates - Vince Campbell, PhD, CDC, and Barbara Kornblau, PhD


The Disability Section of APHA wrote statements of support for three proposed policies from other sections.  These included:


  • Musculoskeletal disorders as a public health concern:  APHA response and action steps.  Our support statement requested that the Chiropractic Health Section expand its proposed policy from primary prevention to include promoting the health of people who have experienced disability related to musculoskeletal disorders.
  • Prioritizing non communicable disease prevention and treatment in global health – Our support statement requested that the following bullet be added to the policy proposal, “Target populations such as culturally disadvantaged groups, people with disabilities, people residing in rural or other isolated settings, medically underserved groups, etc. who are likely to experience health disparities in non communicable diseases.”
  • Global Campaign to Eliminate Avoidable Blindness (update of existing Policy # 2016).  Our support statement requested that the Vision Care Section add the following bullet to the proposed policy:  “The broader health needs of individuals who already experience vision loss or blindness should be addressed by providing accessible health care and alternative formats for health communications (large print; audio formats; Braille) as needed.”



Program Chair Update - Kiyoshi Yamaki, PhD

The 139th APHA Annual Meeting & Exposition will be held from Saturday, Oct. 29, 2011 through Wednesday, Nov. 2, 2011 at Washington Convention Center in Washington, D.C.  This year the Disability Section will host a total of 22 sessions, including 16 oral sessions and six poster sessions, at the Annual Meeting.  Across these sessions more than 120 papers addressing a wide range of topics pertaining to health related issues surrounding persons with disabilities will be presented.  Included are, for example, access to health services, health disparities, definition of disability in health surveillance programs, employment, and health promotion interventions. In addition, we will host a Disability Section Business Meeting and Social Hour on the evening of Monday, Oct. 31.  The meeting will allow Section members to connect with other colleagues and provide the opportunity to acknowledge important work in the field though a presentation of various Disability Section Awards.  The student orientation/networking meeting, which we started last year as a way to help students and new attendees become oriented with this huge conference, has now moved to Sunday, Oct. 30.

Student Section Update

It is that time of year again, and we wanted to congratulate those students who have graduated and will graduate soon. The student assembly has been hard at work at two main goals: increasing the networking opportunities for students and providing a voice for students within the Disability Section and APHA at large. At the APHA Annual Meeting, the student council has organized an orientation and networking session on Oct. 30, 2011 from 6:30 p.m. – 8:00 p.m. For students who have never been to APHA, we have arranged an orientation session to help make the Annual Meeting not seem so daunting. This will be followed by a networking session which will provide students an opportunity to talk with disability and health leaders directly about topics important to students in the disability field.


The student assembly is here to represent the students of the Disability Section. The student assembly will be sending out a brief assessment in the near future about what you the student would like to see within the Section and for your future endeavors (ex. networking and publishing opportunities).  We look forward to your input.

Catherine “Cat”  Howland, University of Kansas, Research and Training Center on Independent Living (RTC/IL)


The Research and Training Center on Independent Living (RTC/IL) has recently launched an interactive Internet clearinghouse, www.disabilityprepared.ku.edu. It is designed for people in health, safety, and disability fields to learn about and share their best practices for serving the disaster-related needs of vulnerable populations. Corresponding social media (a forum, Facebook page and Twitter feed) also attract people with disabilities and organizations and agencies serving them. Users receive weekly tips and information on current issues, along with updates posted on the website’s forum.  For more information about the website and how to participate, see the booklet Disability Prepared: From communities like yours … To communities like yours, available at www.disabilityprepared.ku.edu (left column).


A new introductory core curriculum, by Catherine “Cat” Howland, RTC/IL, for county-level trainers to use and modify with their own local information will be available on KS-TRAIN (https://ks.train.org) in June. TRAIN is an online educational system for health and safety workers both in Kansas and nationally. Planning for Disaster-Related Risk and Functional Needs of People with Disabilities: Train-The-Trainer (course #1026720) is a free one-hour course. It identifies seven risk factors associated with disasters and the health and safety of people with disabilities and how to prepare accordingly.

National Library of Medicine Announces New Traveling Exhibition, “Life and Limb: The Toll of the Civil War”

Exhibition on Display at NLM through July 1, 2011

 The National Library of Medicine, the world's largest medical library and a component of the National Institutes of Health, announces a new traveling banner exhibition, "Life and Limb: The Toll of the Civil War." An expanded version of the traveling exhibition, which opens in the 150th anniversary of the start of that war, is also on display at NLM, on the NIH campus in Bethesda, Maryland, through July 1, 2011, in the History of Medicine Division.

More than three million soldiers fought in the Civil War (1861-1865). More than half a million died and almost as many were wounded, but survived. Hundreds of thousands were permanently disabled by injuries or surgery, which saved lives by sacrificing limbs. These men served as a symbol of the fractured nation and remained a stark reminder of the costs of the conflict for long after the war. This exhibition brings their experiences to light.

"Life and Limb" describes the damage caused by the weapons of the time, the treatment of wounds, and their consequences for the young men who survived. The narrative highlights aspects of life after the amputation of a limb, from military service in the Veterans Reserve Corps to civilian life and the use of artificial limbs. New Goals for APHA 2011 Less Trash!  Less Plastic!


The 2011 APHA Annual Meeting theme "Healthy Communities Promote Healthy Minds and Bodies" gives APHA members an opportunity to build on the 2009 and 2010 themes of Water and Social Justice as public health priorities.


Green Goals.  The APHA Food and Environment Working Group, the Environment Section's 100th Anniversary Committee, and APHA are setting goals to reduce waste and promote a sustainable, just, and healthy food and water system.  

Got Trash?  We encourage everyone at APHA 2011 to increase efforts to reduce trash, especially paper and plastic.


The Diversion Rate (the recycling/trash ratio) in DC at APHA 2007 was 34%.

The Diversion Rate in Denver at APHA 2010 was 52.75%

Can we achieve a Diversion rate of 75% at APHA 2011?


 -- The DC Convention Center’s water fountains and food service sinks provide filtered water! Bring your own refillable bottle to the conference to cut down on plastic waste.


 -- Plan events using local resources and services that encourage wise use of water and other resources. If you need advice or suggestions, contact us: apha.fewg@gmail.com


--  Buy food sourced from sustainable producers and distributors. 


-- If using disposables, use compostable products and use the facility compost program.  Label containers so compostables do not go into the waste stream.

APHA Annual Meeting Registration: Registration is now open for the APHA 139th Annual Meeting and Exposition in Washington, D.C., Oct. 29 - Nov. 2, 2011.  More than 1,000 cutting edge scientific sessions will be presented by public health researchers, academicians, policy-makers and practitioners on the most current public health issues facing the nation today. News from APHA Transportation Division:  These are exciting times when considering the many ways our transportation systems impact health and equity in our communities. Congress extended the current federal surface transportation bill until Sept. 30, 2011, and Congressional committees are aiming to draft a new transportation bill before this latest extension ends.
