Program for 2011 Annual APHA Meeting

Chiropractic Health Care Section Program Chair

The Chiropractic Health Care Section of APHA has been busy planning for the 2011 APHA Annual Meeting that will take place Oct. 29 – Nov. 2 in Washington, D.C. Dr. Michael Schneider recently assumed the position as program chair, taking over the position from the past chair Dr. John Stites, and has been working with other CHC Section members to develop an exciting educational program for the 2011 Annual Meeting. In addition to these presentations, the CHC Section has successfully networked with two other sections of APHA and will be co-sponsoring joint panel discussion sessions. The first joint session is entitled “Back Pain in the Work Place: Challenges, Prevention, Management, and Research”. This panel session will be moderated by Dr. Bart Green and will feature speakers from the chiropractic profession as well as speakers from the Occupational Health and Safety Section of APHA. The second joint session will be moderated by Dr. Will Evans and is entitled “Promoting health and preventing disease in clinical practice”. This joint panel discussion will feature speakers from the chiropractic profession as well as speakers from the Health Promotion and Health Education Section of APHA.

The annual business meetings of the CHC Section will take place on Sunday, Oct. 30, at  4 p.m., October 30th Monday at 6:30 p.m. at the APHA Annual Meeting. The scientific presentations and joint panel discussion sessions will be scheduled for Monday October 31. Chiropractic Health Care Section Activities for 2010-2011: Message from the Current CHC Chair

Chiropractic Health Care Section Chair

The Chiropractic Health Care Section celebrated its 15^th anniversary in 2010. The Section has had a very interesting history dating back to the late '70's when Rand Baird, DC, developed a passion to see chiropractic represented in this important multidisciplinary organization. The history of the CHC Section was published in 2006 by Egan et al. in the Journal of Chiropractic History.

The CHC Section has had a busy and exciting year. We have a wonderful group of leaders who tirelessly give to see the Section remain productive. Over the past year we have seen developments including: expanding auto-enrollment of chiropractic students into APHA at four chiropractic colleges,  the submission of a policy to raise the awareness of the public health burden of musculoskeletal disease, the development of two exciting joint sessions with Occupational Health And Safety and Health Education and Health Promotion Sections and the development of a strategic plan.  

Auto-enrollment: Through the tireless efforts of Drs. Egan and Baird, the Southern California University of Health Sciences, New York Chiropractic College, Northwestern Health Sciences University, and University of Western States, College of Chiropractic have initiated the enrollment of the students taking the public health class into APHA. The intent of this policy is to expose our chiropractic students to APHA and mainstream public health activities, with the hope that a percentage of them will continue with involvement in public health, in APHA, and maintain their active membership with the CHC Section.

Policy submission: Drs. Dougherty, Haas, Johnson, Meeker and Stites have been an integral part of developing an important policy statement outlining the importance of musculoskeletal disease on public health. Musculoskeletal disease is a leading cause of morbidity in the United States and costs approximately $850 billion per year. This statement outlines the importance of public education concerning prevention and treatment of musculoskeletal disease. This is the first policy statement submitted by the CHC Section.

Joint Sessions: The CHC Section is participating in two joint sessions this year. The first session is with Occupational Health. This session is being organized and moderated by Bart Green, DC. Dr. Green has done a great job of getting high quality speakers. The title of the session is: Back Pain in the Work Place: Challenges, Prevention, Management, and Research.  The second session is being organized by Will Evans, DC, PhD. He is continuing to confirm the speakers for this joint session with Health Education and Health Promotion. Program Chair Michael Schneider, DC, PhD, is doing a great job of coordinating these joint sessions as well as organizing the scientific sessions. The 2011 Annual Meeting should be excellent this year.

Strategic Planning: Claire Johnson, DC, MSEd, is heading up the strategic planning ad hoc committee. Strategic planning is an important step to assure the continued success of the CHC Section. Dr. Johnson is currently vetting the most up to date iteration of the strategic planning document to the CHC Sectio and is looking for feedback and participants. We are looking forward to developing short and long range plans that will ultimately result in improved health of the public through joint initiatives of the CHC Section with other sections within APHA at large.

Leadership: In addition to the above mentioned activities, we are very proud to announce that Mitch Haas, DC, MA, has been appointed as chair of the APHA Bylaws Committee, the first CHC Section member to be deployed as chair of an APHA association-wide committee.

Scholarships Available

Public Health - 2011 Special Theme Issue

Chiropractic Health Care Section Communications Chair

The August 2011 issue of the Journal of Manipulative and Physiological Therapeutics will provide a special focus on public health issues and chiropractic care. This will be our fourth annual issue that will offer a wide range of articles on public health topics.

Through the generosity of the National University of Health Sciences and Elsevier, the CHC Section will receive extra copies of this special issue of the JMPT for distribution at the 2011 APHA Annual Meeting, the chiropractic sessions, and the CHC booth.

The JMPT is an international, peer reviewed journal and currently the only chiropractic focused journal indexed in MEDLINE and with a Thomson Reuters Impact Factor. The journal is the most widely subscribed to and distributed scientific chiropractic journal and has been published for 32 years. New Goals for APHA 2011 Less Trash! Less Plastic!

The 2011 APHA Annual Meeting theme "Healthy Communities Promote Healthy Minds and Bodies" gives APHA members an opportunity to build on the 2009 and 2010 themes of Water and Social Justice as public health priorities.

Green Goals.  The APHA Food and Environment Working Group, the Environment Section's 100th Anniversary Committee, and APHA are setting goals to reduce waste and promote a sustainable, just, and healthy food and water system.  

Got Trash?  We encourage everyone at APHA 2011 to increase efforts to reduce trash, especially paper and plastic.

 The Diversion Rate (the recycling/trash ratio) in D.C. at APHA 2007 was 34 percent.

The Diversion Rate in Denver at APHA 2010 was 52.75 percent. 

Can we achieve a Diversion rate of 75 percent at APHA 2011?

 -- The D.C. Convention Center’s water fountains and food service sinks provide filtered water! Bring your own refillable bottle to the conference to cut down on plastic waste.

Chiropractic Health Care Dynamic Chiropractic Column Editor

I am going to become a dentist!  Why, you may ask, at this point in my career and at my age?  Well, it is because of the “Chiropractic in the APHA” column in Dynamic Chiropractic! ?!   Huh?  Yes, because getting articles contributed from CHC Section members IS LIKE PULLING TEETH!  So I may as well become a dentist! 

The CHC Section Council votes annually to continue our participation in the Dynamic Chiropractic column.  It is our single biggest source of extramural visibility, and thus a factor in new member recruitment and in member retention.  We have so many talented authors, and public health is such a wide umbrella, that I should not have to beg and plead for contributions for our six allotted spots each year.  Drs. Dougherty, Johnson, Green, Egan, Darragh, Schneider, Killinger, and I have recently contributed, but how about the rest of you?   Unfortunately, right now I have no articles in queue.   One article is scheduled to go to print next month and after that the bucket is empty again.  So c’mon….send me something good, now! For this edition of the CHC Newsletter, I have been asked, “What have you been doing to further the integration of public health and chiropractic through APHA lately?”  It is a fair question, one we should all ask ourselves periodically. Here is what has happened for this year so far:

Our APHA-CHC membership, the extra knowledge we acquire because of it, the professional contact network we develop participating in it, and by attending annual meetings are personally enriching and bring rich rewards to our entire profession that would not have happened otherwise. Georges Benjamin, MD, executive director of APHA, has been a lead-off speaker at the WFC Biennial Congress in 2009 and recently at ACC-RAC in 2010. This would not have happened if he had not previously become acquainted with Mitch Haas and me year after year at APHA and then accepted our personal invitation.

I had very briefly met Vice-Admiral Regina Benjamin, MD, the U.S. Surgeon General, when she spoke at an APHA Annual Meeting shortly after her appointment.  Then I waved at her at a World Health Organization annual meeting in Geneva, Switzerland in 2010. She knew I looked familiar so stopped to say hello and I introduced her to the WFC delegation.  We chatted about APHA and chiropractic at length and a friendship developed.  Then Kathy Sebelius, secretary of Health and Human Services, and Mary Wakefield, Director of HRSA, saw us chatting with the Surgeon General and came over to join us.  Do you think these contacts have helped our profession?  Would they have been possible without APHA involvement and the communications and credibility we have established through the vehicle of APHA?  By the way, these three highest officials in the U.S. government health positions have all made pro-chiropractic comments in public during the past two years.  And last month again in Geneva at WHO, Surgeon General Benjamin and her staff assistant joined me and other WFC delegates for a private coffee and orange juice morning chat where we discussed future roles for chiropractors in government health programs. Active participation in APHA is essential to building bridges and developing these important relationships.

The annual WHO World No Tobacco Day was held on May 31.  APHA is a strong supporter of the WHO cabinet level anti-tobacco efforts.  For the past 18 months I have been a full professor at the International Medical University in Kuala Lumpur, Malaysia.  At my request, the university president issued a “Presidential Proclamation of Support” for No Tobacco Day and in support of WHO and Malaysian government efforts to reduce smoking.  Press releases were sent to the Malaysian media. Our chiropractic students were told about the effort in their public health lectures and reprinted the WFC CAT (Chiropractors Against Tobacco) posters plus some others from the internet and worked with our Marketing and Communications departments to set up a display in the university atrium and at other high visibility areas on campus.  It is noteworthy that although IMU is a private university and has a full medical school, pharmacy program, dental program, nursing, public health, medical technology, Chinese medicine, and several allied health degree programs, the only program that had high-profile participation in World No Tobacco Day was the chiropractic program!  But already several of the department heads of these programs have approached us about a multidisciplinary joint effort for 2012, which is wonderful.  They now know that chiropractic is not only specialized care for NMS disorders and ‘subluxation’ reduction but also primary care, and concern and expertise in broader public health efforts towards wellness.

So far, that is what I have done for this year.  However, please don’t say, “Nice work, Rand!”  Instead say, “What could I do to accomplish similar things?”   Then do it!  We will do well if we all contribute something!

CHC 2011 Membership Update

Chiropractic Health Care Section Membership Chair

A number of efforts have been undertaken to promote and increase APHA-CHC membership. The efforts started by Drs. Baird and Egan to begin auto-enrollment of chiropractic students into the CHC section has continued. Northwestern Health Sciences University (NHSU) announced in early 2011 that students beginning their first public health class will be enrolled in the APHA-CHC. NHSU was the fourth chiropractic college to pioneer this auto-enrollment.  The students will get first hand knowledge of the APHA-CHC and its endeavors. Northwestern’s President Mark Ziegler, DC has long been a supporter of chiropractic’s involvement in the APHA. His leadership to obtain this goal was pivotal in obtaining auto enrollment. Great job Dr. Ziegler!

The leadership at Logan Chiropractic College was contacted via a formal letter in regard to auto-enrollment of students. Dr. John Hyland is leading this endeavor. We appreciate his efforts to make this a successful program.

Texas Chiropractic College leadership invited our CHC Chair, Dr. Paul Dougherty, to speak on public health, APHA, and the CHC.  This is a wonderful promotion of our section and may start the initial process to pursue auto-enrollment at TCC as well.

Overall, membership has remained relatively steady. We can and will do more. Promote the APHA-CHC at all your colleges to faculty and students. Any contacts that you might have at your chiropractic college that is not auto-enrolling feel free to forward them to me at gstevens@nycc.edu and the CHC leadership will check out all viable leads. By educating the value of the APHA-CHC and the importance of public health in practice at the student level, we hope to encourage more future field doctors to enroll in the APHA and our section, the CHC.

I am very pleased to announce that there are a number books in production as well proposals for books that have been accepted, and work on them is under way.  Furthermore, several authors of current products will be available to sign their books at the fall APHA Annual Meeting in Washington, D.C.

APHA members of all Sections are encouraged to using existing, new and emerging products in their academic courses. CHC Awards Committee Update

Position: Chiropractic Health Care Section Awards Committee Chair

The Section Awards Committee had a busy start to the year and would like to update you on our activities. The Awards Committee is comprised of the CHC Section chair (Bart Green), the Section Chair (Paul Dougherty), the Section Chair-Elect (Lori Byrd), and a member at large (Rand Baird). Our first accomplishment was creating a running list of all previous Section award recipients, going back to 1993 when chiropractic members were part of the Radiological Health Section. We thank the Section members who helped us with this task. This list is important because it helps Section members nominate colleagues for the appropriate Section award without unnecessarily duplicating such an award. The list of previous recipients is now included in the call for nominations for Section awards.

We have also updated the awards nomination form, to make it easier for Section members to nominate colleagues for an award and distributed the nominations form very early through the Section newsletter, giving the Section’s membership ample time to bring forth nominations. Nominations for awards are due by August 15, 2011.

In addition to selecting the award recipients, one final piece of business for 2011 will be to change the date for nominations for awards. For some reason, the CHC Section’s deadline for nominations is the 15^th of August, while most of the other sections use a date in May as their deadline. There is a good reason to have a date in May as the deadline, which is that May 31 is the last day for award recipients’ names to be submitted to the APHA office for inclusion in The Nation’s Health. CHC has missed this opportunity for 16 years, which is unfortunate. We will be submitting a request to change the date in the Section manual to May 1 so that starting in 2012 the names and photographs of our Section award winners will be published in The Nation’s Health with the other sections.

The Awards Committee could use the energy of one or two new members. The committee is fun and has a great purpose, which is to recognize out industrious Section members. Public Health Representation at the 2011 ACC-RAC

Chiropractic Health Care Section Communications Chair

APHA Chiropractic Health Care Section members and leadership had a strong presence at the Association of Chiropractic Colleges Educational Conference and Research Agenda Conference (ACC-RAC) which was held in Las Vegas,  March 17-19, 2011. The mid-year meeting was held on Saturday, March 19 during the breakfast session so that all CHC Section members and ACC RAC attendees could participate. 

Dr. Paul Dougherty lead a workshop on geriatrics, and Dr. Jason Napuli organized the APHA CHC Section booth and recruited CHC Section members to man the booth. Attendees who visited the booth were informed about APHA and were encouraged to join the CHC Section. There were many excellent scientific platform and poster presentations that focused on chiropractic and public health.
