The Public Health and Terrorism Action Plan generated by the Action Board to achieve the Objectives set out by the Governing Council at the 2001 Annual Meeting was approved by the Executive Board February, 2002.
The purpose of the attached Action Plan is to recommend action steps for APHA, its staff and its members to consider in achieving each objective given by the Governing Council (specified in the first column of the table). The objectives were divided by the Governing Council according to the Strategic Goals of APHA:
I. Advance Public Health Policy;
II. Stimulate Public Support for Public Health;
III. Improve Public Health Practice;
IV. Strengthen and Support the Association.
The actions recommended for each objective are presented in three additional columns of the table:
1) What are Policies or Programs to Achieve the Objective?
2) Who are the Audiences that Needs to be Reached to Obtain the Policies or
Programs?
3) What are the Recommended APHA Actions to Address the Audiences to
have the Policies or Programs Succeed?
The Executive Board prioritized four of the objectives stipulated within the Action Plan for the APHA to address directly this year:
Ia. Provide leadership at the federal, state and local level for sufficient financial, human and other resources to improve the Public Health infrastructure and other components of the Public Health system (including education, research and the faith community) in order to identify, respond to and prevent injuries, physical illness and mental health problems that that result from terrorist attacks and other disasters
I.g. Advocate for international [and national] policies and programs that promote the conditions in which people can be healthy, address disparities in health status and access to health services and protect and promote human rights and social justice.
II.d. Educate the public about Public Health roles in preventing and responding to disasters.
III.b. Provide continuing education, training programs and publications for Public Health professionals concerning terrorism and leadership of Public Health response to disasters.
The remaining objectives within this Action Plan will be addressed by the APHA as opportunities arise and staff and resources allow.
