Richard J. Cohen, PhD, FACHE


Richard J. CohenRichard J. Cohen, PhD, FACHE, has served Public Health Management Corporation (PHMC), the Delaware Valley’s largest nonprofit public health institute, as President and CEO for more than 30 years. Recognized nationally as an authority in public health management, Cohen leads over 1700 employees, 350 public health programs and 12 subsidiary organizations. PHMC has expanded more than 100-fold and continues to grow; in FY 2013 PHMC’s operating budget was approximately $200 million.

Cohen has devoted his professional career to the health needs of the Philadelphia region, while also focusing on national public health topics. Prior to joining PHMC, Cohen worked at Temple University as Instructor of Psychology and Assistant Director of Project Upward Bound, then at St. Luke’s and Children’s Medical Center, and next at the City of Philadelphia Coordinating Office for Drug and Alcohol Abuse Programs. There he rose in seniority while managing drug and alcohol treatment and prevention programs. Importantly, he consulted with the U.S. Department of Health and Human Services National Institute on Drug Abuse.

As an author of more than 30 publications and conference presentations addressing important public health issues, Cohen is consistently called upon both regionally and nationally to join the public health conversation and provide insight into: marketing of human and public health services, developing leadership in the not-for-profit sector, establishing public/private partnerships, assessing and creating innovative management mechanisms and many other critical topics. Cohen is actively involved in many distinguished professional organizations including the American Public Health Association (Treasurer), the Alliance for Children and Families - Families International (Past Board Chair), the National Council on Crime and Delinquency (past Board Chair, Treasurer), the Pennsylvania Public Health Association (Past President), the College of Physicians of Philadelphia (Past Board Member) and the American College of Health Care Executives (Past Regent). He is the recipient of numerous awards from local community alliances, such as the Pennsylvania Public Health Association, and most recently was honored with the Metropolitan Area Neighborhood Nutrition Alliance (MANNA) Nourish Award, celebrating champions in the healthcare and nutrition fields.

Cohen holds a PhD in Social Sciences - Psychiatry from the Medical College of Pennsylvania, an MA in Clinical Psychology from Temple University and a BA in Psychology from the University of Maine.

Candidate Statement
As Treasurer for the APHA since 2007, I have been honored to serve the organization, Governing Council and Executive Board by learning the role’s intricacies and responsibilities, establishing strong relationships with key APHA staff and volunteers and ensuring solid financial management. This track record, in combination with more than 40 years’ experience in not-forprofit management and leadership on various national, regional and local boards, as well as 30 years’ leadership experience for my affiliate, Pennsylvania Public Health Association, makes me uniquely positioned to continue contributing to the financial health of the APHA as its Treasurer.

During my 30-year tenure as CEO of Public Health Management Corporation (PHMC), we’ve grown more than 100-fold with over 1700 employees and 350 programs, 12 subsidiaries and gross revenue of approximately $200 million. Overhead costs are at approximately eight percent, which means 92c of every dollar received, or $184 million, is reinvested back into program services. In the last year alone we expanded our provider service capacity from 123,000 to 200,000 consumers through local collaborations. Our success depends greatly on our people and fostering innovation and collaboration across all levels of the organization – a theme I plan to continue in my role as Treasurer.

It is my hope that I can continue to use my experience in not-for-profit financial management to support the outstanding professionals in APHA’s management, financial staff and volunteer leadership and carry on the strong fiscal record since my tenure. I am committed to making APHA financially secure so that we can achieve our important mission over the next three years and beyond.
