Dr. Dale is a veterinarian with Master Degrees in Public Health and Business and a graduate certificate in veterinary homeland security. He is Diplomat of the American College of Veterinary Preventive Medicine. He is the past Director, Environmental Health, Jefferson County Public Health, Golden, CO. He is on the Board of Directors of the Colorado Public Health Association (CPHA) serving as the ARGC and having served as CPHA president and secretary. He is the current Chair of the Council of the Affiliates (CoA) and has served as their secretary. He is a member of the Epidemiology Section of the APHA and the Veterinary Public Health SPIG serving as the SPIG secretary and past program chair. Jim was raised on a small stock farm in south central Kansas where he learned to value the land, open spaces, hard work and family. He is a 30-year Air Force veteran/retired Colonel and was stationed at many locations around the world. Jim’s final assignment was as Chief, Prevention Operations in the Office of the Air Force Surgeon General at Headquarters Air Force. He has served on numerous Environmental and Public Health Boards around the state and the nation. He serves Golden as a Planning Commissioner and as its past Chair plus as member of the Citizen’s Budget Advisory Committee and Visitors' Center Board. He is a graduate of Leadership Golden, Leadership Jefferson County, and the Bighorn Leadership Development program. He currently represents the APHA on the One Health Commission serving as their Treasurer. Jim has received distinguish service awards from the Colorado Public Health Association, Colorado Environmental Health Association, Colorado Professionals in Onsite Wastewater, Leadership Jefferson County and the the American Public Health Association CoA. He enjoys many sports, traveling, reading, and plays golf when he gets a chance. He and his wife LouAnne have two adult children, two grandchildren, and love living in Golden.
