The purpose of the 2012 APHA Midyear Meeting: The New Public Health: Rewiring for the future is to offer professionals and practitioners the opportunity to equip federal, state, local and tribal agencies and organizations with the educational, policy and advocacy tools needed for keeping up with and anticipating the changes that will be necessary to “rewire” the public health infrastructure. Several types of continuing education are available to earn Continuing Education (CE) contact hours or credits valuable to specific professional disciplines.

- To examine the changing roles of the public health community in responding to the influences of physical, economic and social environments
- To identify best practices and strategies to adapt to the changing public health landscape
- To increase information about and general awareness of public health issues and how they are affected by immediate world factors
- To increase practitioners abilities to respond to and address the challenges the country faces in public health
- To increase practitioners knowledge and competence in addressing workforce, advocacy, and the impact of social determinants of health on health status

Learning Needs and Identified Gaps
APHA identifies professional practice gaps and learner needs from national data, participant evaluations, policies passed by the APHA Governing Council, world events, professional competencies, and expertise from the planning committee members. These assessments serve as the basis for determining the educational activities that are developed by APHA. The practice gaps that were identified through this process and that will be addressed in the meeting are that the operating environment for public health practice is changing rapidly and the system needs to adapt in order to address the constraints imposed by the environment in which they operate. Practitioners have a gap in their knowledge and skills in interpreting new legislation, addressing infrastructure deficiencies, and in building competence in addressing the social determinants of health. Practitioners will gain new knowledge and skills to understand the legislation, and to address these gaps.
Policy makers, physicians, social workers, health educators, public and environmental health professionals, federal, state, county, and local health agency officials and staff, nurses and nurse practitioners, health care providers, school health personnel and teachers, managed care group personnel, personnel and faculty from academia, administration and research.

Policy on Disclosure
The APHA strives to ensure balance, independence, objectivity and scientific rigor in all of its educational programs. All planners, faculty members, moderators, discussants, panelist and presenters participating in this program have been required to disclose any real or apparent conflict(s) of interest that may have a direct bearing on the subject matter of this program. This includes relationships with pharmaceutical companies, biomedical device manufacturers or other corporations whose products or services are related to the subject matter of the session topics. The intent of this policy is to identify openly any conflict of interest so that the attendee may form their own judgments about the presentation with full disclosure of the facts. In addition, faculty is expected to openly disclose any off-label, experimental and/or investigational uses of drugs or devices in their presentation. The Midyear Meeting purpose and the overall learning objectives, the learning objectives for the individual sessions that are awarding CE contact or credit hours are made available to all potential learners in advance of the meeting so that they can determine if they wish to attend. CONTINUING EDUCATION ACCREDITATION STATEMENTS
Continuing Medical Education
The American Public Health Association is accredited by the Accreditation Council for Continuing Medical Education to provide continuing medical education for physicians. The American Public Health Association designates this educational activity for a maximum of 11.5 AMA PRA Category 1 Credits(s)TM. (Total number of credits available are subject to change)
Physicians should only claim credit commensurate with the extent of their participation in the activity.
The American Public Health Association is accredited by the National Commission for Health Education Credentialing, Inc. to sponsor continuing education for Certified Health Education Specialists (CHES). This program is a designated event for the CHES to receive Category I CE contact hours (CECH).
The American Public Health Association is accredited as a provider of continuing nursing education by the American Nurses Credentialing Center’s Commission on Accreditation.
The American Public Health Association is accredited as an approved provider of Certified Public Health Continuing Education by the National Board of Public Health Examiners.
CE Contact Hour or Credit Computation
Contact hours are determined in a logical and defensible manner, consistent with the objectives, content, teaching/learning strategies and target audience. The CE accrediting bodies for physicians, health educators and nurses and the American Public Health Association Public Health Nursing Section, use the 60-minute contact or credit hour, which consists of 60 minutes of organized learning activity, either didactic or clinical experience. After the first contact hour, fractions or portions of the 60-minute hour are calculated. To calculate the number of contact hours, add the total number of minutes of allowed time and divide by 60. For example, 120 minutes of learning experience = 2 contact hours.
Registration, welcome, introductions, breaks and meals are not included in the calculation of contact or credit hours. Evaluation, pre- and post-tests, practice and discussion are considered part of the learning activity and are included in calculation of contact or credit hours.

CE Certificates for contact hour or credits
APHA issues a single certificate through its online system, with the total number of CE contact hours or credits earned for the following four disciplines:
- CME AMA PRA Category 1 Credit(s)™ to MDs, DOs
- CME for non-physicians
- CHES for health education specialists
- CNE contact hours for nursing education
- CPHCEC for Certified in public health continuing education credits
Note: Participants who want credit in other disciplines should check with their licensing board to see if CME for non-physicians is accepted.

CE Processing Fee
To earn CE credit or contact hours, the participant pay a flat CE processing fee of $25 in addition to the conference registration fee. Participants must attend the session, and by the published date, access the online evaluation system, and complete an evaluation for each session attended. When all evaluations are completed, the participant will be able to print the CE certificate or have a PDF certificate emailed to them by submitting a request.
How To Obtain CE Credit
- Sign up for CE credit during online registration and pay the $25 fee (Deadline to register for CE is June 28, 2012)
- Select and attend sessions that have been granted credit (check online program)
- Log on to APHA’s online evaluation system at http://www.dspesg.com/aphaRegional/ using your email address and last name. Follow prompts to enter your evaluations and generate a certificate
- Print your certificate (if you are connected to a printer) or enter your email address and have a PDF Certificate sent to your email address.
- Deadline to complete evaluations August 31, 2012
All those registered for CE may go online to complete the evaluations from any computer. All online evaluations must be completed by August 31, 2012.

Commercial bias is defined as the promotion of a specific proprietary business or commercial interest which influences the planning, content, presentation or evaluation of a CE credited educational activity. Disclosure of a potential conflict of interest related to financial relationships with a business/commercial interest (as stated above) does not, in itself, mean that a commercial bias exists.
Commercial bias may exist when:
- A presenter/moderator/faculty/author receives support from commercial or proprietary entity, excluding non-profits or a government entity;
- Reference to only a single therapeutic option or trade name is made ; and
- Reference to off-label use is presented without declaring this in advance
To prevent bias, a provider must ensure that:
- Decisions concerning the identification of learning needs, educational objectives, presenter selection, the presentation and the evaluation of content are free from any influence of a commercial interest; and
- They are not required by a commercial interest to accept advice or services concerning teachers, authors, or participants or other education matters, including content as conditions of contributing funds or services
Bias – other than Commercial Bias
Bias can occur when a presenter or author inserts opinions into the educational content that is not fact based, and that may influence the participants learning of the content. This type of bias is not objective, fair or balanced, and thus it fails to
meet the criteria for providing a CE worthy presentation. The presenter or author is informed in advance that such bias is not allowed when CE credit is being granted. If a presenter or author is found to introduce such bias into the educational material, the provider will contact that individual, inform them of the bias, and disallow them from presenting in the future unless they committed to not repeating such a bias. If bias is introduced a second time, then that individual is not included in future CE offerings.
Conflict of Interest (adapted from the ACCME and the ANCC descriptions).
The potential for conflict of interest exists when an individual has the ability to control or influence the content of an educational activity and has a financial relationship with a commercial interest organization, the products or services of which are pertinent to the content of the educational activity*. The Nurse Planner is responsible for evaluating the presence or absence of conflict of interest and resolving any identified actual or potential conflict of interest during the planning and implementation phases of an educational activity. If the Nurse Planner has an actual or potential conflict of interest, s/he should recuse her/himself from the role as Nurse Planner for the educational activity.
*Relevant Relationships, as defined by ANCC, are relationships that are expected to result in financial benefit from a commercial interest organization the products or services of which are related to the content of the educational activity.
- Relationships with commercial interest organizations of the individual’s spouse/partner may be relevant relationships and must be reported, evaluated and resolved.
- Evidence of a relevant relationship with a commercial interest organization may include, but is not limited to, receiving a salary, royalty, intellectual property rights, consulting fee, honoraria, ownership interest (stock, stock options excluding diversified mutual funds), grants, contracts, or other financial benefit directly or indirectly from the commercial interest organization.
- Financial benefits may be associated with employment, management positions, independent contractor relationships, other contractual relationships, consulting, speaking, teaching, membership on advisory committee or review panel, board membership, and other activities from which remuneration is received or expected from the commercial interest organization.
Disclosures may be categorized as:
- No relevant relationship with a commercial interest organization exists. No resolution required.
- Relevant relationship with a commercial interest organization exists. The relevant relationship with the commercial interest organization is evaluated by the Nurse Planner and determined to not be specific to the content of the educational activity. No resolution required.
- Relevant relationship with a commercial interest organization exists. The relevant relationship is evaluated by the Nurse Planner and determined to be specifically related to the content of the educational activity. Resolution is required.
Actions taken to resolve conflict of interest must be taken prior to presenting/providing the educational activity to learners. Such actions must be documented and the documentation must demonstrate (1) the identified conflict and (2) how the conflict was resolved. Actions may include, and are not limited to, the following:
- Removing the individual with conflict of interest from participating in all parts of the educational activity.
- Revising the role of the individual with conflict of interest so that the relationship is no longer relevant to the educational activity.
- Not awarding continuing education contact hours for a portion or all of the educational activity.
- Undertaking review of the educational activity by a content reviewer to evaluate for potential bias, balance in presentation, and evidence-based content or other indicator of integrity and absence of bias AND monitoring the educational activity to evaluate for commercial bias in the presentation.
- Undertaking review of the educational activity by a content reviewer to evaluate for potential bias, balance in presentation, evidence-based content or other indicator of integrity and absence of bias AND reviewing participant feedback to evaluate for commercial bias in the activity.
The participants may access online the conflict of interest disclosures of the planners and of each individual, faculty, presenter or author who has an influence on the educational content. Below is the list of planners and their disclosures.
